~ Bloomington, IN - The City of Bloomington Utilities (CBU) has announced updates to its Financial Assistance Program in an effort to better support community members facing economic hardship. The program, which was initially budgeted at $100,000 per year in 2025, has been expanded to increase access and flexibility for eligible customers.
Under the updated program, customers who receive direct payment assistance will now be able to receive consecutive assistance without having to pay two bills after every three months. This change aims to provide more consistent support for those in need. Additionally, the program now allows eligible customers to apply for assistance even after their service has been disconnected, as long as they meet the program's requirements for service restoration.
CBU's Financial Assistance Program offers a variety of options for eligible customers, including payment plans, referrals to community assistance partners, and income-based bill support. However, all applicants must first apply with the South Central Community Action Program (SCCAP) at civiform.bloomington.in.gov/programs/water-assistance.

Even those who do not qualify for direct financial assistance may still be eligible if their total annual household income falls at or below 300 percent of the current Federal Poverty Guidelines.
According to CBU Director Katherine Zaiger, these updates are a reflection of the utility's commitment to working with the community and ensuring access to clean and reliable water. "Access to clean water is essential," said Zaiger. "And these changes are designed to improve that access. I'm hopeful they will encourage more residents to take advantage of our assistance program."
