~ The City of Bloomington is taking steps towards a greener and more sustainable future with the launch of the 2025 Bloomington Green Home Improvement Program (BGHIP). This rebate program aims to support homeowners in Bloomington who are looking to make clean energy and energy efficiency upgrades to their homes.
The program, which was created to advance the city's goals of improving environmental and economic equity, offers rebates for a variety of projects including solar panels, battery energy storage, level 2 EV chargers, heat pumps, energy-efficient heating and cooling systems, energy-efficient door or window replacements, and attic insulation.
Rebate amounts are based on income and project type. The general population is eligible for a rebate of 25% of the project cost, up to a maximum amount determined by the project type. Low-income applicants can receive even larger rebates of 40% of the project cost, up to a maximum amount. For example, low-income households can receive up to $10,000 for installing solar panels. To apply for the rebate, residents must own and occupy their home within Bloomington city limits. Applications can be found on the City's BGHIP website and are awarded on a first-come, first-served basis. It is recommended that applicants apply before beginning any work on their projects to ensure funding availability. A project quote from a contractor is required for the application process. Completed projects in 2025 are also eligible for rebates.
In addition to the BGHIP rebate program, residents are encouraged to seek out other financial incentives that can be combined with the program's rebates to further reduce project costs. Duke Energy offers rebates through their Smart $aver program for eligible energy efficiency upgrades. Federal tax credits such as the Energy Efficient Home Improvement Credit and Residential Clean Energy Tax Credit allow homeowners to claim 30% of qualifying project expenses. The Indiana Office of Energy Development will also be launching the Indiana Energy Saver Program in 2025, which will provide rebates for home energy efficiency projects.

To help offset the cost burden of larger projects, the City of Bloomington has partnered with Clean Energy Credit Union and Hoosier Hills Credit Union to offer loans with a 0.5% bought-down interest rate for BGHIP rebate recipients.
Jolie Perry, Sustainability Program Coordinator for the City of Bloomington, expressed the city's commitment to promoting clean energy and reducing greenhouse gas emissions. "Powering our built environment continues to be the largest source of emissions in Bloomington," said Perry. "With BGHIP, we want to support residents who do their part to reduce their homes' emissions. Additionally, the solar installations and energy efficiency improvements funded by BGHIP will help reduce residents' cost of living by decreasing their utility bills."
