~ Bloomington Implements Citywide Traffic Signal Retiming and Safety Upgrade Project
The City of Bloomington has announced the implementation of the first phase of a citywide traffic signal retiming and safety upgrade effort. This project aims to adjust signal timing in order to make intersections safer, more predictable, and easier to navigate for all road users, including drivers, pedestrians, cyclists, and those using mobility devices.
Recent updates have been completed along Walnut and College Avenues, as well as at key intersections such as 10th Street and 17th Street. These updates were made possible through funding from the Highway Safety Improvement Program and are part of a three-phase initiative to modernize pedestrian protection measures at signalized intersections throughout Bloomington.
The main goal of these updates is to improve safety and predictability for all road users while also supporting smoother traffic flow on some of the city's busiest corridors. One noticeable change for residents and visitors may be a short delay before some vehicle signals turn green, allowing pedestrians to enter the crosswalk first.

One of the changes being introduced is Leading Pedestrian Intervals (LPIs), which give people walking a few seconds of dedicated crossing time before vehicles receive a green light. This treatment helps make pedestrians more visible in the crosswalk and reduces conflicts with turning vehicles, addressing one of the most common safety concerns at signalized intersections.
At a regular hearing of the Transportation Commission on February 23, 2026, Project Engineer Neil Kopper presented an overview of the project on behalf of the Engineering Department. The current signal updates put policy into practice by implementing LPIs and related timing changes across multiple corridors instead of addressing intersections individually.
This project is an important step towards creating safer roads for all road users in Bloomington. The city encourages residents and visitors to be aware of these changes and follow all traffic signals for their own safety. The next phases of this project will continue to prioritize the safety and convenience of all road users in Bloomington.
