McClellan has been serving as the City Controller since 2024, overseeing various financial operations such as the annual budgeting process, management of capital and maintenance funds, and ensuring compliance with state and federal financial requirements.

Mayor Thomson expressed his gratitude for McClellan's service, stating that she has been an exceptional partner to both his administration and the city as a whole. He commended her for bringing expertise, steady leadership, and professionalism to her role. The newly appointed City Controller, Geoff McKim, is no stranger to public-sector management. He is a long-time resident of Monroe County with over twenty-five years of experience in government finance, technology, and program administration. McKim served on the Monroe County Council for sixteen years and played a crucial role in guiding long-term budgeting, tax policy, and financial oversight during periods of significant growth and fiscal stress. He has also contributed to countywide efforts in housing, environmental stewardship, and sustainability through his involvement with the Monroe County Plan Commission and Waste Reduction District Board.

In addition to his local government experience, McKim has spent more than a decade supporting the National Park Service's Recreation Fee Management Program. His work included managing a national portfolio responsible for over $350 million in annual fee revenue. He has a diverse background in program management, IT modernization, cybersecurity, and enterprise systems, making him well-equipped to handle the responsibilities of City Controller.

McKim has also been a professor at Indiana University's O'Neill School of Public and Environmental Affairs, where he taught information systems analysis and design. His dedication to preparing future public administrators to use data, technology, and analytical reasoning to improve public services reflects his commitment to transparency, public engagement, and strengthening civic institutions in Bloomington and Monroe County.

Mayor Thomson believes that McKim's analytical rigor and community-minded approach make him the perfect fit for the City Controller position as Bloomington transitions to Outcomes-Based Budgeting. He emphasized the importance of every dollar being used to advance the priorities identified by residents and expressed confidence in McKim's ability to lead the city through this next chapter.
