~ The City of Bloomington Common Council is hosting a second community conversation on November 12, 2025, focused on housing options in the city. This event follows a successful facilitated discussion in September that gathered input from community members about their individual needs and experiences with housing in Bloomington.

The upcoming conversation will delve into philosophical questions related to change and growth as it pertains to housing. It will also explore potential solutions and how they could be implemented in Bloomington. The council encourages all residents to attend and participate by sharing their thoughts and listening to others.

The event will consist of two breakout sessions, each followed by informational presentations from staff of the Planning department. In Breakout Session #1, groups will discuss one of two statements: "No neighborhood should experience radical change, but all neighborhoods should expect some change" or "When you stop growing, you start dying" by William Burroughs. These discussions will be facilitated by councilmembers and city staff.

Breakout Session #2 will focus on specific housing initiatives that have been successful in other cities and could potentially meet the needs of Bloomington residents. Some core questions that will be addressed include how to provide off-campus housing for university students while also meeting the needs of non-student residents, maintaining neighborhood character while allowing for growth, incentivizing local developers over outside investors, and balancing the need for new housing with preserving existing stock.

The goal of this session is to find solutions that benefit the Bloomington housing market and lead to changes in the Unified Development Ordinance (UDO). The council hopes these changes will facilitate the creation of attainable and desirable housing for current and future residents. All community members are encouraged to join this important conversation regardless of their background or knowledge on the topic.
