Bloomington: 45-Day Closure of Winslow/High/Rogers Roundabout Planned for Maintenance, Safety Improvements

~ Bloomington, IN- A 45-day full closure of East Winslow and East Rogers roads at the intersection of South High Street is scheduled to begin on Tuesday, May 27. The closure is expected to last until Monday, July 14 and is necessary for roundabout maintenance and the construction of planned safety improvements.

According to city officials, this scheduled work is part of a larger project that has already been underway along Winslow and Rogers roads. The project was prompted by necessary maintenance but also presented an opportunity for the construction of safety and accessibility improvements in the area.

Milestone Contractors has been awarded the contract to complete the following work throughout the project:

- Asphalt resurfacing on Winslow and Rogers roads between East Allendale Drive and South Sare Road

- Upgrades to sidewalk curb ramps and crosswalks, including the installation of two new median islands

- Pavement marking replacements and traffic signage updates

- Stormwater infrastructure updates, including installing a rain garden near Xavier Court

- Upgrades to the roundabout, including modifications to its geometry, widening of median islands, and installation of a truck apron

These combined upgrades aim to improve safety and accessibility for pedestrians and bicyclists in the area. This includes students from nearby schools who use the Jackson Creek Trail to cross Rogers Street. The trail runs alongside the Winslow/High/Rogers roundabout and is frequently used by students attending Jackson Creek Middle School, Sare Road KinderCare, and Childs Elementary School.

The City awarded Milestone Contractors a $1.34 million contract for this project in 2024. Up to 50 percent of this amount comes from the Indiana Department of Transportation (INDOT) Community Crossings Matching Grant Program.

However, city officials have stated that the project's timeline is subject to change depending on weather or other unforeseen circumstances. Motor vehicle detour routes will be in place using Henderson Street, Hillside Drive/Moores Pike, and Sare Road.

During the project, Rogers Family Park will remain open; however, the parking lot accessible from the roundabout will be closed. Alternate parking is available at Childs Elementary School, Sherwood Oaks Park, and Olcott Park.

The existing multi-use path connecting the east side of High Street and the north side of Rogers Road into Rogers Family Park is planned to stay open during construction. The existing sidewalk connecting the south side of Winslow Road to Rogers Family Park will also remain open. However, members of the public who are unable to use stairs are advised to use the multi-use path as the sidewalk includes stairs.

Temporary staggered lane closures are expected throughout the project, and drivers are reminded to slow down when traveling in construction work zones.
